I have a '99 V70 5 speed, non-turbo. The hand brake/parking brake handle will not move from the disengaged position. In other words I cannot pull up to engage the parking brake. the emergency brake mechanism or spacer holding the pads moves slightly in the rear rotor when I pull up on the hand brake but does not engage. I sprayed the mechanism with WD40 but that did nothing. Does this sound like a stuck cable? (I hope not since that looks like an extensive job), or should I replace the emergency brake spacers/mechanism? The pads themselves look OK. thanks in advance.
