89 V70 N/A vacuum hose to nowhere... V70-XC70

Ok, this might be hard to describe without a picture but while chasing an error code on my v70 [turned out to be the EVAP air filter] i found a split vacuum elbow on the upper rear air filter housing that has a small hard vacuum line leaving it--it is about 14" long but is not attached to anything on the other end. I have looked all over for where it should be but cannot find a port or anyting. Does anyone know where this line should attach?
