Adjusting the front strut nut on the tower V70-XC70 2000

I put new heavy duty Bilstein struts in a V-70 which was soon totaled by a woman checking her cell phone. I bought another V-70 and took the Bilsteins out of the first totaled V-70 and put them in the new V-70 ( year 2000) but I have a little problem. I didn't adjust something correctly on the tower portion under the hood.
There is a nut with a nylon bushing so it doesn't vibrate off and this nut has some kind of a rubber disc/steel washer mounted under it. Then if that is removed there is an "X" shaped nut to turn, the front strut top nut. Currently the strut is rattling on bumps and the rubber disc appears to be floating about a quater of an inch above the disc underneath. How does one adjust the strut nuts on the top, the "x" nut and the rubber disc nut?

Thanks for your time on this question. I'm on the road in New Mexico and I have to stop this noise before the dirt roads trash this thing
