Heater now intermittent V70-XC70 2004

Heater was blowing cooler than usual air recently. Tried vacuuming out the sensor with little effect. Now the heater does not come on until after 20 - 30 minutes of drving (when starting cold); neither when on the auto setting, nor when turning the manual fan control. Any suggestions?
