Parking Brake Detents S70 2000

I got my car back last Fri. after the second changing of rotors in <11,000 mi.

I'm only getting 1 click out of my parking brake, and have to give a mighty pull to get it to that first click.

Q1> Is this spec.?

Q2> Could this be a problem - if not now - down the road?

Brake dragging?

Warp these my new rotors?

Q3> Couldn't the tech. have made it the same as before? Heck, I know some cars don't need the p-brake to be disconnected to do this job - so why did he? After all, the pads don't have much wear so it wasn't requiring that many clicks before this work was done.
