Brake fluid test? 850 1994

When I took my turbo wagon in for its 60K maintenance last summer, my independent Volvo garage did not change the brake fluid or coolant-saying

that they could test the fluids with some type of strip which would

indicate whether they needed to be changed. Sounded good at the time,

but now I'm wondering if I shouldn't have both changed anyway?

Would appreciate comments please. Also, what's the going rate to have

both of these done?
