Black specks on wheels S70 1999

I just washed my cars, and there are small black specks of brake dust stuck on my wheels. I have the 6 spoke GLT wheels. The regular black dust came off with car wash. The small black specks are stuck on so tight that they do not come off scraping across them with your fingernail. Is there any way to clean the specks off without damaging the finish on the wheels?
