car won't turn over 850 1996

Okay, here is the situation:

Started out today by getting all set up to do the timing belt, serp belt, radiator coolant, water pump, tranny flush, oil & filter, fuel filter, air filter.

Started off with the air filter - check no issue.
Then off to the fuel filter - check no issue.
Then oil change - check no issue.
Then radiator partial flush and refill - check no issue.
Then drained out the antifreeze - it was green brown color. Good thing I was changing it.
Then took the serp belt off - no issue there.
Then took the timing cover off and the necessary items to get it completely off.
Then took the passenger side wheel off and prep the area.
Then took a 30 mm socket and turn the motor until the timing marks lined up with the timing cover notches.
Then I inserted the cam lock tool from IPDUSA.
Then removed the fuel line, and remaining covers to have access to the timing belt area.
Then I undid the tensioner unit next and removing it.
Then I removed the timing belt shield and bolts.
Then I took the belt off and out through the bottom.
Then I went into taking the Water pump unit out.

Then I started the whole process backwards.
inserted the new water pump and gasket.
inserted the tensioner.
Then inserted the Timing belt.
Then I started to fill the coolant tank and added nearly two gallons of radiator fluids.
Then I put the top cover back on to verify timing marks where in check.
Then I removed the cam lock tool.
Then I installed the timing belt shield and bolts.
Then I attempted to rotate the motor but it did not move. ****

I figured that since I had used a Cam lock tool then nothing had to be moved.
Installed the timing cover.
Installed the serp belt.
added more radiator fluid to the cars tank.
and then attempted to start car.

Problem - car would not turn over!!!!

Took timing cover off of the car and noticed that the upper CAMs moved about 1/3 rotation.

What do I have to do now to fix this and get this car to run?

Help!!!!!!!
