Position of piston #1 when at TDC V70-XC70 1998

When the crank shaft timing gear is lined up correctly with the engine block mark should the #1 piston be level with the top of cylinder/block or should it be around a 1/4 inch below the top of cylinder? In other words, should the piston be at the top of it's travel when correctly timed? Because when I set piston #1 to the top of its travel the crankshaft engine block timing mark is exactly one notch to the left of the gear marks but when the timing marks are lined up correctly the #1 piston is about a quarter inch below top of cylinder.
