Duplicate Keys 850 1994

Hi all. I have tried unsuccessfully to get keys made off my original outside of a Volvo Dealership. Anyone outside of the dealership tells that they can not do it and refer me to the dealership. They charge $23.00. Does anyone know where I can go to get keys made less expensively? Thanks, Kim.
