Wierd Noise from Under Dash 850 1995

I just developed a wierd noise that seems to eminate from under the dash. It happened after being through the car wash, so I don't know if there is any relationship. It sounds like an electrical arcing or varying frequency buzzing sound (almost like an insect stuck inside). It does not go away with the fan in the off position, and seems to dissappear when at a stop. I still have this with all accessories off. The only constant relation seems to be having the car going at speed. The frequency of the sound does not seem to change with car speed. Could it be from a speedometer cable. I read in some other posts that this is electronic and does not have a cable.

Anyone else had a similar problem?
