DOHC with 2 valves/cylinder... 850 1995

By no means am I a mechanical engineer, but from what I understand, DOHC is usually associated with 4 or more valves per cylinder. However, on my parents 1995 850 with engine designation B5252S (cheap), the cam cover says DOHC but the engine specs say 10 valves. I can see how this works, but why not just put in SOHC?
