Turbo stopped working, what could it be?

Hello,

I am not well versed in turbos. But this weekend I noticed our boost gauge was not working and the turbo seemed to kick in intermiddently when needed (passing etc.) The car has lost a lot of power and is more like a normally aspirated model. Could this be due to the waste gate not opening and is it computer controlled or vacuum? There is also no check enging light on.
