Headlight wipers inoperative V70-XC70 2003

When activated, windshield washer fluid is being dispensed (as evidenced by the fluid dribbling down) HOWEVER the wipers do not move. Is there a circuit breaker specifically for this action? Where can I find a connector that can trace to both wipers separately? Is this normal? Share your thoughts.
