Diagnostic procedure for SRS code 2-3-2? 850 1995

I have this unclearable DTC in my car and was wondering what the diagnostic procedure was to determine whether or not this part needed to be replaced. This is the left seat-belt tensioner, and the code I'm getting means that there is an open circuit or the capacitance is too low, according to the Volvo Pocket Data Book.

My question is, where should one check for resistance? At what resistance will this code trigger? What other parameters would trigger the DTC? Do mechanics even check for an open circuit or do they replace the part first and ask questions later?
