seat belt latch broken (?) 850

So after fixing my window riser mechanism, breaking my ash tray in the process (and getting a new one at a pick-n-pull), I get in my car to head out to my high school reunion (Yay fighting Trojans).

I go to put the seat belt into the latch, and nothing is happening. Sometimes that happens, but usually because I have a shirt on that is too long and it is trying to put the seat belt through the shirt. But this time, that is not why.

For whatever reason, it's just not latching.

No matter what I do, it's just not catching. Has anyone had a similar problem (I'm betting yes), and if so, anyone have any experience fixing?

Is it possible to swap the passenger seat latch for the drivers seat?

If I have passengers, they can just sit in the back.
