Why won't new Foglights work??? 850 97

Just installed the Volvo foglights on a 97 850 GLT low pressure turbo, replaced the relays under the hood (1) and added relays and jumper under the dash (3), but no lights. Double, tripple checked everything but no lights (yes they are supposed to work only on low beam). Lights have bulbs and will illuminate from 12 v source. Double checked with dealer and he confirmed that this was the right kit for the 97.

What could have gone wrong? New Bosh relay could be bad but it seems a slim chance.

Anyone install these and have the same problem? At wits end.
