I (accidentally) found on the Fedworld web site a very useful database, supposedly only of emissions-related publications sorted by manufacturer. A quick persual of the Volvo list indicates that it's not just emissions but all service bulletins. Some examples:

[C70] - "Description: Repairing Bezel for Flap, Rear Side Panel(s). This item contains references to: TP8307201."

[All] - "Description: Procedures for Outdoor Storage, washing and cleaning of Cars (Design and Function, Fault tracing, Repair and Maintenance; Group

05). This item is included with: SP0309, TP30428, TP51043. This item

is referenced by: SB05-204/704-0292, TP31439/2."

I also saw one related to an upgrade to Motronic 4.4 for the C70 (Part Number: SB28-0003-0299)

Note that this site does not have the contents of each service bulletin, but a description, part #, and ordering info (most are $2.00). Also note that the list I downloaded is a series of text files with helpful names like "vv10500.txt" - it may be best to combine all the service bulletins in one searchable document and have it available on the Board (Jarrod?).
