Even though you don't need an ODBII tester, for those that do there are a number of options. None is 'reasonably priced' in my opinion. Check out the web. Here are a couple of URL's:

You can even get an OBDII to RS232 connector. See:

I turned these up at www.search.com with string 'OBD II'. There were millions of hits; I only looked at the first 20.
I believe you can even buy the one Volvo dealers use. Some time ago I even found some software for a PC on the web. So armed with a PC, an adapter and this program...
So it seems all you need is sufficient money to diagnose your own Volvo. You may then not have enough money left to fix the problem you have just diagnosed :-) !
