You have to push the button down and have at least a 1/4 second input for each push of the button for the cluster to accept it.

When the LED lights up after the first digit input (4 in this case) you must start the input of the next digit while the LED is lit, don't wait for it to go out before you push in the next digit (a 1 in this case).
