Attempting to rebuild a turbo is usually not a good plan. If it has failed (particullarly the later ones) there is usualy a reason as they should be quite long lived (at least 150K or more). Usual reasons are poor quality oil, failure to perform oil changes as required, failure to use a good filter, or a balance problem in the original turbo.

In any event, the turbo should be dynamically balanced after being worked on, and that takes special equipment. For this reason, I recommend that you get a rebuilt turbo from a reliable source. There are many sources. I prefer a place called Turbo City:

I have found that their turbos consistently run quieter and longer than replacement turbos from Volvo. And for some models, they offer various upgrade modifications. Also, their prices are quite reasonable.
