AC compressor stays on and does not cycle at Idle, but above idle rpms it cycles off more than on. V70-XC70 2007

The saga continues. I installed a new pressostat, expansion vale and drier with three cans of r134. I start it up and I get 40 degrees out of both sides. Great, it is fixed. No! When I get the RPMs above idle it starts to cycle off more than on and then off completely. If I go back to idle, the compressor stays on and the temp goes back to 40.

What ghostly influence is going on here?
