Tailgate Locked shut V70-XC70

I have a 2004 V70 with 3rd row seating option. The tailgate is locked and will not open via the outside or inside latch. It makes no noise when I trigger the locks with the key fob or button. The lock button will not lift. I have pulled the inner panel off at the top but could not see much. I have cut the area below the inside release and can just see the back of the latch I have tried to move the white plastic arm but nothing seems to budge. There is NO external key slot on the outside of the door. How can I get the latch to release? I will post a picture as soon as I can figure out how to thanks.
