1998 V70 Relay 103 Fuel pump relay. Long read. V70-XC70

OK so follow along here.

I have had intermittent spin but no start which always leads to the suspect 9434225 relay.
I went to the wreckers and grabbed 3 more relays. Inspecting and preparing to swap one out i noticed the country of origin change on the relay.
Of the four i have
130598 Made in Hungary (my original)
111197 Made in Hungary
060796 Made in Germany
050796 Made in Germany
Volvo made a change somewhere between Mid 96 and 97.

Did Volvo experience failure issues and moved suppliers to Hungary?
--or--
Did Volvo move suppliers to Hungary and then experience failure issues?

Before changing (or even looking) at the relay in my car i took one of the German ones apart and one of the Hungarian ones apart. The German looks beefier, has a bigger rivet and has minimal heat discolouration. The Hungarian looks a little lighter, all the same components, signs of overheating, etc. So i removed my suspect relay in my car. It is a made in Hungary relay and has the same IMO inferior look and heat damage as the other Hungarian made relay from the wrecker.

I put the older German made relay in my car yesterday. No idea how many KM are on it or how long it sat at the wreckers. It is zero degrees out today. Good test weather.
Fired up in 2 seconds. Went for a short drive and turned off (this was a common failure cycle. cold weather, 2 minute drive. no re start). restarted 2 seconds.
We will see if i have cured it.
