Gas cover door lock malfunctioning 850 1997

My gas cap door lock malfunctions when its cold. It seems to get get stuck in the lock position, but it works fine when the ambient temperature is above 60F. Is this locking mechanism mechanical or pnumatic? I sprayed some WD-40 on the locking pin but that did not help. Any other ideas?
