rear brakes replacement S40-V40 2000

My car's rear brakes are going to wear out pretty soon. I heard from dealer that it should be at least 2mm left in the rear and 3 mm left in the front. The car is one and a half years old. I only put 15,500 miles so far. I feel it is too soon to change the brakes. Does anybody have the similar situation for your S40? How do you negotiate with the dealer for the replacement?
