Looked at an 855 turbo today... a couple of questions 850 1995

Today I stopped at a local wholesaler to check a '95 855 turbo with 77k. My first experience with a Volvo. I have maintenance manuals and have been researching this model for a year via internet sites, emails and any other source I can find. Carfax shows me it's a one-owner local car (Memphis) and the wholesaler bought it from the Lexus dealership where it was just traded in.
I couldn't drive it as a front tire was flat. It looked like the bead had popped free. Tomorrow I'll go back when it's fixed. It looks loaded, third seat, winter package, dual-zone air etc. Two things that I'm concerned about are at 77k I don't think the timing belt has been replaced yet (I can do it myself) and the oil didn't appear that clean on the dipstick and looking down through the oil filler I saw dark brown oil. This leads me do wonder about the condition of the turbo. The second concern was what I thought was a noisy fuel pump. Turning the key before starting I waited for the pump to pressurize the rail then started it. The noise stopped then started again for about 5-10 seconds. I was afraid it was the turbo but everything was fine after that. If I consider this car I'll have the Volvo dealership inspect it first. Asking price is 12,900 US. I'd appreciate some advice at this, the 11th hour.
