Tilt Steering 850 1997

The tilt steering locking mechanism on my 97 850 T5 is loose alowing the steeing column to move up and down freely. I read an earlier message about a 96 850 GLT and a 96 850 T5 with the same problem. A response to those messages indicated a bolt on the passenger side of the steering column could be tightened without removing the covers to eliminate the problem. I cannot find that bolt. Is the 97 different? Do I have to remove the covers?
