ABS/Trac lights on 850

I read a whole thread of ABS/trac message. Actually i don't really understand too much of it. I have a 1994 850. Recently got a new transmission. Then the lights went on. Carlsbad Volvo in SD,Calif. checked it out and gave the codes 422-213-214L and a price to fix it at $1,700 (and they were reallly rude) Yikees....So my real mechanic cleaned the sensors,but the lights stay on. I thought the brakes are supposed to work without the ABS..please tell me this is true. What should I do and where can I buy a new unit for less? And what does the unit and all its fuses look like?
