Headlight levelling motor and switch??? C70 1998

I just noticed that my C70 is prewired for some kind of headlight levelling motor and switch. I can't find it as an option for the car in the US. Is it an option for Europe, and if so what exactly does it do? Their is even a wiring diagram for it in the service manual, but no explanation as to it's function.
