Cause of cupped tires? 850 1994

Help! My 205-55 VR 15 Goodrich Touring T/A's on the front have cupped pretty badly after around 20K miles. Tire dealer says it's because I had them rotated and balanced every 8K miles and not the 6K miles that they recommend. I don't believe that is correct. Tire wear is even on all four. Could it be alignment? The only thing I have noticed is that the tire dealer rotates them in a cross pattern while the Volvo owner's manual and Haynes both say to rotate front to back. Could that be it? Thanks in advance.
