pollen filter replacement 850

I'm a new volvo owner, '97 850. read the instructions on volvospeed.com, bay 13 section to replace the pollen filter and have a couple of concerns.

1. According to the instructions, the filter should be just underneath the plastic housing. Well after I removed the cover there was no filter. How concerned should I be??

2. the filter seems to just rest on top of the plastic thingy. it doesn't snap in or seem secured to anything. can you explain??
