Loose mudflap / lower fender panel 850 1995

Washing the car yesterday I noticed that the screws or pop rivets have begun falling out of the passenger side front mudflap. Seems these fasteners also secure the lower leading edge of the fender panel. Anyone know if pop rivets are the fix for this or can sheet metal screws be used. What's included in the mudflap installation kit?
