shocks: rebound or not?

i took the shocks out of my friend's car, and was installing new ones. the shocks i took out give resistance when pressed down, but they do not rebound, i.e. they stay compressed and don't reset. what is the normal action of a stock Volvo shock? i thought there was supposed to be some rebound; what is supposed to happen for shocks in general? how much rebound?

if they are supposed to rebound, i guess i'm pretty happy we swapped 'em (:
