Brake Pad Questions (again!) - Is dealer only place to get OEM? Mintex?

As indicated in another thread, my PBR pads are apparently too hard and are creating a horrible grinding noise when hot. I bought new Mintex to put on but based on responses, I think I should go back to OEM instead since I'm not sure the Mintex will be any better than PBR. Are they?

I'm confused about the term OEM. None of the front pads listed on "alloemvolvo.com" are indicated as OEM, just brand names. What brand is OEM and where can I order them besides dealer?
