Do exhaust leaks decrease mileage? 850 1996

I mounted my IPD/TME Sport Exhaust in November. I recently noticed what looked to be carbon build-up at the seams of my exhaust piping. Black hard tarlike build-up. Is this okay? Should I try to close the gaps that are leaking? Would these leaks cause a decrease in my mileage?
