OBDII port on '95 model 850 1995

Hi,

Mine is a '95 model turbo wagon which has the diagnostic modules up near the windsheild washer tank. It also has the OBDII port ahead of the shifter, under the coin holder.

Is it active? Is there more information to be had there than at the modules under the hood? If so, it seems a scan tool would be a worthwhile investment after all.
