I have 2 bulbs that are out. 1 in dashboard and the other is my fog light. Help! 850 1997

Hi, I have a bulb that is out in my dashboard, right on my speedometer. Is that a big deal to change or is it for a dealer thing to do? Also, same question on my fog/driving light in my front spoiler. Thanks, Ray.
