ATF Flush S70

I'm taking my S70 into my local volvo dealership for it's 50k maintanence service. A tech told me over the phone that i can only drain 3 qts of the ATF. I was informed that it would cost me $400 to properly flush the ATF.

Is the correct? ...or is this guy tring to pull some wool over my eyes?
