Bleeding boost prior to actuator OR clamping off the hose 850 1997

Is there a way to increase boost pressure just a little via fooling the wastegate? I have a 1994 Supra Twin Turbo and there are several simple ways to delay the opening of the wastegate by either bleeding off boost or delaying the signal by clamping the hose. Can this be done on the Volvo? I just want to increase boost by about to 2 psi.

Where exactly is the wastegate actuator?
