Blower restrictor tape: question 850 1996

I have been reading about the blower restrictor tape, which is now part of the evap replacement kit for our bricks. I had my evap replaced two years ago, had the pollen filter installed, etc. Can/should this blower restrictor tape now be retrofitted into my system? Can it be done without tearing the system apart?

Any advice is greatly appreciated!
