AC/Fan cuts off during city driving 850 1993

Car type: Volvo 850 GLT, 1993 (non-turbo)
Problem: Air-conditioning/Fan acting up during city driving.
Duration of this problem: Since I bought the car: 3 years.

Symptoms:

During city driving: When operating AC, suddenly the fan shuts off and REC and AC switches will not work. If REC was off when was AC running, i.e. fresh air came from outside, I felt cold air coming through the vents.

During highway driving: AC works with no problem.

Further symptoms:

If I have the temperature control between MAX and MIN temperature, AC will shut off more often and rarely will come back up. If I have it at the lowest setting, i.e. MAX cooling, the AC will come back on again at any time (after 1 minute or 2 minute and etc.).

When AC is off and HEAT is on and when out side and inside temperatures are very close, it will act up like that but very rarely, 1 out of 50 time. Where as, during sity driving, AC acts up every single time.

If I restart the car or take the AC fuse out and put it back in, the AC comes back on.

Actions taken:

AC was recharged and problem remained.
I cleaned the sensor and fan assemblies at the driver and the passenger roof sides. I think it is not the sensors because the AC works great in highway driving at any temperature setting. This may be because on highway, constant RPM and cooling via outside air may cause AC system to be more stable.

I will appreciate if you guys can help.
