Lift the car a little bit (bushing? springs?).... Need advice... 850 1995

I got about 4 weeks ago a Volvo 850 GLT Non/Turbo wagon 1995 .... I noticed that everytime I start to drive the car (maybe 3 or 4 seconds after) the rear splash guards hit a little bit the road... doesn't matter the condition of the road always happend neither how much load the car it is.. because also happend when I am driving alone and with the car empty....but that happend just one time... after that not problem at all.... I read here about springs, shocks, and recently about bushing ... Someone said with new bushings you can lift the car 1/2 inch .... I went to Alloemvolvoparts and I found two bushing under suspension...
- Control Arm Bushing ($14.47), and
- Strut Mount Bushing ($23.46)

I need an advice from you guys again... ;o)
Putting a new bushing in my car will really lift a little bit my car? if that is right... which one I should buy?
or should I think about new springs?
