Simple questions reg recalls V70-XC70 1998

I own a 98 V70XC - wonderful car, however...I have taken the car to the dealer about 3 times to replace the evap valve and filter (fault code ECM-612). This morning I took the car in again for another safety recall on the headlight switch. The car is out of warranty. Now, the dealer is informing me that since the recalls are closed (meaning, they have already reaplaced/repair the parts in question), I am financially responsible for these same problems should they arise again!!!!! I am arguing with the dealer reagrding this. Has anyone experienced similar problems with recalls out of warranty? Any feedback is appreciated.
