Crooked door locks S70

Just saw a common problem with '98-00 S/V70s: the door lock buttons/actuators were sitting at a crooked angle on a '99 XC I saw pulling into a parking lot. How come they're like that sometimes? I never see that problem on 850s or the new S60s/V70s. It looks like the door lock buttons came from the factory like that, the owners broke them, or they just plain wore out.
