A/C not cold when car idles, fine when on interstate.... 850

My 1996 850 A/c blows ice cold but when in slow traffic or stopped for a while, it is no longer cold. If I rev the engine or get the speed up to 70 the air turns cold again. So, what's wrong? Is it something I can fix?
