1995 OBDII - Yes or No ??? 850

Hello:
I have a 1995 850 TurboWagon. The check engine light came on...the car has both OBDII port and the push button thingie in the engine compartment. I tried to access the codes with the OBDII reader, but no signal was detected. Is it possible that the car was already designed to have OBDII port (inactive), but still has the old push button thing ? Also, the push button cover is melted and the flashing diode is demaged - is it possible to replace just the "cap" (= the top part of the diagnostic port with holes, stylus and the diode) without replacing a whole lot more ?
