Fuse 15 Continually blows 850 1997

I have had an ongoing problem for the last 15 months with fuse 15 intermittantly blowing, at last the fault is continuous.To isolate the fault I need to remove wires from a rail marked as 15/2 in the Haynes manual.
Does anyone know what this rail looks like and how to access it?
