Horn faliure 400 1991

Can anyone help me?
My horn has lost its beep! I was driving down the M1 during that awful rain we had a couple of weekends ago and I know it was working then. A few days later I tried to beep someone who cut me up and... nothing! I assumed it was the fuse, so changed it. This did not help. What do you reckon? I've read my Haynes manual about this and it does not help. Is it as easy as buying new horns? (some really loud airhorns - Yeah!)
