Dumb question on winter tires 850

1. Do I need to torque the winter wheels to the same spec, i.e., 81 ft-lb?
2. My summer tires are 205/55/16. Does it matter whether I get 195/60/15 (tirerack recommends) or 195/65/15 (dealer recommends)? Any experience with either size for winter driving? Both are within 3%.
